Patch Release announcement - May 2023

Patch Release 3.38.5 is now live. This release includes minor code changes to add support for translations.
Added translations support for
- Program Encounter cancel toast message
- Encounter/ ProgramEncounter save toast message
- User-login, ResetForgottenPassword and SetPassword screens available before login
- ForgotPassword and ChangePassword screens
- Competed encounters list translate "scheduled"
